World Press Freedom Day

2023年是世界新闻自由日的30周年。这一天提醒我们，新闻和媒体自由作为言论自由的一个组成部分的重要性。世界新闻自由日是我们表达对受压制和被剥夺新闻自由媒体的支持的日子。

2023 marks the 30th anniversary of World Press Freedom Day. This day reminds us of the importance of freedom of the press and the media as an integral part of freedom of expression. It is also the occasion to mark our support of those whose press freedom is targeted and threatened.

在过去的30年，我们看到，全世界在实现新闻自由和言论自由方面取得了重大进展。在许多国家，独立媒体数量激增，数字技术方兴未艾，促进了信息自由流动。然而，媒体自由、记者安全和言论自由在许多地方正日益受到攻击。《世界人权宣言》第19条规定的言论自由权不仅本身是一项基本人权，而且也是享有所有其他人权的先决条件和推动力。

In the past three decades, much progress has been made globally towards achieving a free press and freedom of expression. The proliferation of independent media in many countries and the rise of digital technologies have facilitated the free flow of information. However, media freedom, safety of journalists and freedom of expression are still not guaranteed in many places in the world. The right to freedom of expression, enshrined in Article 19 of the Universal Declaration of Human Rights, is not only a fundamental human right in itself, but is also a prerequisite and a driver to the enjoyment of all other human rights.

在今年的世界新闻自由日30周年庆祝活动中，教科文组织鼓励大家发布一条信息：“一切安好”。如果新闻中一切“安好”，那就是新闻业出了问题。没有表达自由，就无法捍卫人权。

For this year’s 30th anniversary celebration of World Press Freedom Day UNESCO is encouraging everyone to publish a single message: "Everything is alright." Because if everything is ‘alright’ in the news, then something is wrong with journalism. And when journalism and freedom of expression is compromised, we cannot guarantee and protect human rights.

记者在维护人权方面发挥着重要作用。除了提供信息外，他们还可以帮助核实信息和揭露社会弊端。然而，他们只有在尊重言论自由、信息自由和新闻自由的安全环境独立工作中，才能发挥这样的作用。

Journalists play an essential role in upholding human rights. Aside from providing information, they can also help verify information and expose social abuses. However, they can only do so if they can work independently, in a safe environment that respects freedom of expression, freedom of information and freedom of the press.

Within the framework of the United Nations, Belgium supports initiatives in the Human Rights Council and the Third Committee of the General Assembly that promote the safety of journalists. Belgium also participates in dialogues with the UN Special Rapporteur, who is an independent expert appointed by the UN to work on the promotion and protection of the right to freedom of opinion and expression. Belgium also supports EU policy, which has developed guidelines on freedom of expression, both online and offline, based on the principles of equality, non-discrimination, and universality.
